What a replacement involves
Many homes in Greater Lowell have a tank heater in the basement, fired by natural gas, oil, propane or electricity. When one starts leaking from the tank itself, it usually needs replacing rather than repair. A plumber will look at the fuel, the venting, the size your household needs and whether there's room for a different type.
- Tank heaters are the most common like-for-like swap.
- Tankless (on-demand) heaters need the right gas supply and venting, so they often involve more piping work.
- Heat pump water heaters run on electricity and need space and air around them; they qualify for Mass Save rebates when the conditions are met.
If the heater is installed above a living space, Massachusetts plumbing rules call for a drain pan underneath it (Board policy on safe waste pans).
Massachusetts rules
Licenses, permits and rebates
Who can do it. In Massachusetts, only a master or journeyman plumber licensed by the Board of State Examiners of Plumbers and Gas Fitters may do plumbing work in your home, and a licensed plumber may also do the gas fitting (state consumer fact sheet). State law defines gas fitting to include connecting gas appliances such as water heaters (M.G.L. c.142 §1). You can check any plumber's license on the state license lookup.
Permits. Plumbing and gas work that is installed or replaced needs a permit from your town's plumbing and gas inspector first, and only a licensed plumber or gas fitter can get one (248 CMR 3.05). The state's advice is to ask to see the permit, because it means the work will be inspected.
Heat pump water heater rebates. Mass Save lists rebates for qualifying heat pump water heaters installed in 2026 in 1–4 unit homes served by its sponsoring utilities, installed by a licensed plumber, either replacing an existing electric, propane, gas or oil water heater or in new construction. Units must be installed by December 31, 2026, and rebate forms are due by February 28, 2027. Amounts and deadlines change each year.

FAQ
Water heater questions
Does replacing a water heater need a permit in Massachusetts?
State rules require a permit from the local plumbing and gas inspector before plumbing or gas work is installed, replaced or repaired, apart from a few minor repairs. A water heater replacement isn't one of those exceptions, so expect your plumber to pull a permit. Several towns, Tyngsborough among them, list water heater replacement as its own permit fee.
Can a homeowner replace their own water heater?
State law limits plumbing work to licensed plumbers, and plumbing and gas permits are issued only to licensed individuals. Pepperell's building department, for example, says water heater replacements must be done by a licensed plumber or gas fitter who pulls the permit.
What should I do if I smell gas near the water heater?
Leave the house right away and call 911 once you're outside. Don't switch lights or appliances on or off, and don't try to shut off the gas yourself. That is the state's own guidance.
Are there rebates for heat pump water heaters?
Mass Save lists rebates for qualifying heat pump water heaters installed in 2026 by a licensed plumber, for customers of its sponsoring utilities. Check the current amounts and rules on the Mass Save page before you buy.
Is there a charge to use New England Plumbers?
No. The call and the referral are free to homeowners. Any estimate and any work are agreed directly between you and the contractor.
